What are you basing that crap on? Heat treating done correctly will realign the molecules. There is no reason why it wouldn't be more than strong enough.
Its only a crack. The main parent material is still sound
Its not like the whole headtube has detatched, but even if it had, You'd go back to first principles. Re prep the area, and reweld as it would have been done at the manufacturers shop.

Knee jerk comments like yours piss me off royally

Take it easy mate, he isn't suggesting a Heat Treated frame is weaker, he's just saying if you weld a heat treated area again (and so heat it again) the structure of the molecules will accordingly change also.......and make that re-heated area weaker....... in wich he's right as far as I know.
Please correct me if I'm wrong, but be nice ;)
