thanks for the bump. thats a surprisingly tough combo. If anyone knows of a frame that fits this criteria, please let me know. I've been searching ebay, all the non suspension are 1", and all the 1 1/8" are sus corrected.

Yes, tricky. You might have to go with an old Marin; I believe they were 1 1/8 non-corrected, and there might be one on the bay right now; give it a try, and good luck.
 
My 1990 Marin Eldridge - complete, very original bike with rigid forks currently. LX/DX kit. £140 - can email a good photo.
 
Might have just the thing,

1992 17.5" Rocky mountain hammer frame, with upgraded tange superlight rocky mountain forks, rocky stem and original tange headset.

Will include dx cantis, dx rear mech, dx thumbies, xt front mech, and bars and seatpost for £150.

ah, just noticed you're in sunny California. don't think I can send my Eldridge Grade home.
I did ride that trail & others on Mt Tam in late Oct 1993. Fantastic!

a bit unusual in your neck of the woods so how about a UK made Raleigh Dynatech MT4 ti frame? ticks all your boxes...

I also have some forks that are apx the right a-c length although not original - Onza Liteguy..
 
I have 19" Marin Pine Mountain frameset. Non suspension correct.
I have 2 other bikes 19" bikes, however they are for 1 inch forks.
 
Nothing to offer frame-wise, but I am fairly sure '91 Konas (and maybe a year each way?) fit your description.
