It looks 1998-ish to me, but I can't seem to find a version with yellow graphics on blue. But the details around the logo look 1998 to me.

Thanks I had searched and found that a blue one of 1998 had vee brakes fitted which this frame has as there is no noodle type tube on the seat tube.
