Hi 24pouces, there is nothing marked on them saying so.
They have the Project Two designed by Joe Murray stickers on them and are stamped 'Spinner' on the dropouts.

I had a look online and found what looks like the 1991 (I bought them in 93/94) Kona cataloguehttp://www.stodgell.co.uk/2010pics/2011/12/kona91.pdf which describes them as the following

So it doesn't say they are triple butted, but the later ones might have been. I don't know is the short answer!

Weight is 830 grams
Wasn't sure what you meant by the steer base plate so see image below. Let me know if you meant something else!
