Going From 31t to 34t Chainring

Chain tension greatly depends on the rear mech as well. But if you're worried about it being too short with the 34T there's a good chance all will be well as they're usually fairly slack unless someone has messed with them.
The important chain tension is the tension on the TOP, which is the pedalling load. Tension is lower with larger chain rings (it's a leverage thing) and chain wear is consequently lower.

Ah yeah I guess I used the wrong term then - what I was referring to was the load on the derailleur's hinges, which is higher if it has to shift a short-ish chain that forces it to swing way way forward
