GB stem with “feather cycle” head badge , its origin?

Typical Italian lug set around 1960. If you can find a pic of a Fiorelli from late 50's you will see. The frame number is not fiorelli. Has it got a 70mm bottom bracket width with an axle for 68mm? looks like the adjustable cup does not have a locking ring, Bottom bracket threads would be 24 TPI x 36mm width both right hand thread.

The top of the seat stays shouts 'Italian' to me too. Never really been able to work out how they do that and get it all so smooth.
 
The seat lug is formed with the "ears" ready to attach the seat stays.
Fiorelli and Frejus were 2 makes imported ito UK with similar lug sets.

In the mid 50s a Fiorelli frame sold for around £12 about the same as the first price for a butted 531 British hand built. The Fiorelli had chromed head lugs and ends, but in the corrosive British climate this was the subject of much amusement, often known as "rustissimo". Partly a shortage of materials, but British chrome plate had to be far better.
Your frame does not appear to be Fiorelli, the head lugs are different.
