All due respect but the gusset is way overkill and sorry its ugly, without that it would be a gorgeous little frame, the rear ends sexy. ;)
 
The welding is actually very tidy, but a proper jump frame that it is probably is a little lost on most of us regulars here.
Dead interesting, and very novel.
A bit like old kleins and pre-scwinn yetis, I guess most guys are after a pre-bankrupt fox. . I knwo theres a couple I'd like ;)

This frame was built in Russia around 2000-2001, by USV, who welded for many other brands. In UK and Europ, the brand who imported them was "EBD" and DNA in USA. Now it's "Titerra" but there is some problem actually for buying them... Not very serious.

They have make a copy of the Toy "24 bicycle" french brand who create the 24-26" wheel frame in 1998 and you can find this titanium frame in many catalog.

I've got an USV welded frame. Welds are nice and I rode this bike since 2001 ;)
