Measured frame.... (not quite sure what measurements are which so will try to explain!)

The measurement from the top of the BB housing to where the top tub meets the seattube is 14"

From the bottom of the BB housing to the top of the seatube is 19"

The top tube from the head tube to the seattube is 20"

I believe the headset is a 1" jobby.

It looks like a size 18 (measured from centre of bb to top of seat tube), and that seems consistent with your measurements. It is probably a 1993 frame, certainly no later than 1993.
