If you're set on having a qr then the easiest option surely is going to be to find a wheel that takes a 10mm axle rather than the 9mm and use a cut down rear axle and qr skewer (you may need to add thread to the skewer shaft).
Infact, if you're making the dropout plate, why not just make it with a post mount integrated into it? you could use barrel nuts and you won't even have to cut any threads.
