picked up a new (old) bike on sunday

needed a new post as the old one had been cut down very short (approx 2 inches) old seat post measured 25.8 mm
Ordered a new longer post in this size (25.8 ) and it arrived this morning just tried to fit it now, no dice
post is extremely tight going in gets around 2 inches in (after lots of force) then its pretty much stuck, got my digital vernier out and its showing a diameter of around 25. 8 mm - 25.9 mm
I got a torch and looked down there doesnt seem to be any obstructions, there is however lots of small little cuts in teh tube you can feel them when you run your finger along them, could these be causing the problem?
alternativelyy have i got the wrong size post? next size down in the bike shop (SJS) is 25.4 do you think this one would fit? or do i need a 25.6?
