framr repairs

I have in my possession a Marin SteelFrame.Tange i believe .However the rear hanger has snapped off and i wondered ,who was the cheapest for replacing it and wether i needed a full respray .
Cash is a bit short :cry: ,also I would like horizontal dropouts so I could run single speed.
