frame identification

hey guys and gals


ive spotted a frame for sale but unfortunately the decals and head badge are no longer visable is there any way of telling the manufacturer and model through the frame number starts M9E and looks 70s 80s with brazed on mech hanger and cable tube over the bb drive side.sorry its vague but trying to find out if this is a find or just another old ride wrecked by poor paint etc.i will post up some pics later.

Need more pics to see if it's anything 'special' but my initial thoughts are that, with the fluted seat stay tops, it could be Italian? And what make are the rear dropouts? Don't look like Campag etc.
