Frame ID - Victor Seat Lugs Carlton? Holdsworth?

Hello. I was sold this frame as an MKM Dominator which I then found out it wasnt. I have resolved this amicably with the seller and kept it as it is a nice frame. Now to ID it! If anyone can help with this it would be much appreciated!
Campag dropouts. Carlton Victor Seat Lug but frame number us 4767 with no letters visible. Also a smaller 51 stamped on it. Matching numbers on fork steerer. It does not appear to have headtube drilled for a badge.
Could it be a Carlton or Raleigh with this frame number?
I contacted Mercian in case it was a Superlight but they said not.
Any ideas? Thanks

It's not Raleigh / Carlton, not sure why but looks like a Woodrup. I'll have a think.....

Midlife. Many thanks. Was sold to me as an MKM and with my limited experience I thought it looked like one. Frame number seemed to fit but it wasnt one! Seemed nice enough to keep so hopefully I am able to ID it to enable a suitable repaint in future.

It has two numbers on the bottom bracket. I have an mkm built Wes Mason that has identical numbering
