Just looks like a ring of collected dirt where they've been compressed to the seals.

Was thinking that but you've gotta ask

You'll find that if the forks are left for a while the right way up
the seals dry out and shrink, I leave mines up-side down every
now and again it keeps them sweet

selling on behalf of a mate. I sprayed fork juice on the sanchions and then depressed them. Its just the residue of the fork juice stuff
