What does alter falter mean Kay?

It means Old Fold(er). In german Falter is also another word for butterfly or it means something you can fold, like this bike.
And you can shout "Alter Falter!" to express surprise or appreciation. So I thought it's a funny name for an old folding bike.

One german word for folding bike is "Klapprad" and you can also say "Das klappt schon." if you mean something will work as intended. So we also play with this a lot when tinkering with those bikes or doing stupid stuff on them.
