I checked the catalogues and the forum of the Dutch old bicycle association but nothing on the (Batavus) Blits. The extra hoops are reflective strips, which were mandatory since the 80s in the Netherlands.

Do you have them on yours? Or is there a work around?

They aren't mandatory anymore. It is the origin of the reflective strips on tyres like we still see on the Schwalbe Marathon and others. Because they were mandatory, but not every tyre manufacturer had caught up, these strips came on the market. I have had several over the years.
