Flared bars in the Pro races

Apologies if this has been around for ages.
I was watching the Paris-Nice ,and in the run up to the finish, it looked like there were a few sets of wider/flared bars.
Is this because some of the sprinters/ lead outs are now using them.

They are doing it for aero advantage with the 'puppy paws' position now outlawed - instead you have the hoods closer together. Obviously for a sprint you need wider drops. There is also a whole game being played at present with tilting the hoods inwards to get them closer together.
 
with minimum bar width and the banning of turned in levers the flared bars partially overcome these rules by having the flare width and the turned in angle still in line with the bars .
