I basically have the exact same bars on my 1901 Wolff-American Racer as you do on your bike.

My bike is set up as a Racer would have raced the bike in the early 1900 era.

I'm suspecting that hat was added with some Victorian photoshop - hand painting or etching on the glass plate.

There could have been another machine of torture there to keep is head in place.
