Fitting a piggyback shock in to an RTS question

How do you fit one because which ever way I try it just doesn't seem to fit. Poking it through the hole in the seattube, it then jams on the top shock anchor plate.

Assuming you have a noleen shock? It should just slot in at the frame mount end and the adjustable eyelet on the long shaft should bolt to the rocker.
