Looks like he's tacked on a couple of cable guides to a professionally made Ventana frame for all those fantasists:

Top quality professional welding set up, surrounded by cardboard for fire protection

I guess for modern forks but performance wise on a steel HT?

I'm guessing it's a 1.1/8" steerer in a converter headset?

Unfortunately current technology (as in new sus-forks) requires the oversize and tapered head tube, and sus-corrected geometry.

Certainly would look better with a lower and skinnier head tube. Would be nice if they had that option.
