That'll be a braze-on mech mount

No it's for an E type BB mounted front mech. The stud hole is for the bolt to brace the BB and stop it twisting around the BB and lock it in the correct position.
The downside is it needs a specific BB with a wider shell, the stud mount can interfere with the mounting position if you use a top swing frt mech also.
