It is a '93/early '94 Explosif frame, not sure about paint but decals are not original.

Rear drop outs could make it a 1994. The cable guide on the top tube could have been added later on prior to the lovely spray job I suppose.

Love all green explosifs! Ah yes, the fluted downtube is the clue I'd not pondered properly, if only the decimal point could be moved so it was £50 then it might be worth taking back to something lovely...
