exage 500 jockey wheels

This has been a long and fruitless quest (so far) to find out why the chain/pedals skip when applying pressure on the downward stroke. I changed over all components and built a single speed a bit of and match then the last two componets placed on a Marin Pine , the rear mech exage 500 and rear wheel and it still skips
So could be the cassette, rear hub, rear mech/jockey wheels. Going to further eliminate by changing jockey wheels or if a bargain comes up a similar rear mech..

so question - could the jockey wheels cause such a problem ? or more likely the cassette - worn teeth or hub?

worn cassette or spring tension in the rear mech do that ...i had a dura ace that did it...changed the mech for a mavic and the skipping stopped
