eBay UK: Harry Quinn 753... genuine?

After a quick Harry Quinn search on eBay.co.uk, this beauty showed up. I was scrabbling round to see if I had the funds to make a bid, but the seller came back to me with the frame number - WA9002400... sounds like a Raleigh or a Carlton to me. I thought all genuine Quinns had a Q number. Any advice?
No link I'm afraid, I'm doing this on my phone!

as far as i know the Q is not necessarily in the number. ask if it's present anywhere on the bb shell.

Those overhung seatstay caps were very common on Raleigh 753 frames, as I'm sure you know:

My guess is a Quinn-refinished Raleigh, but a nice one. You sometimes see those cut-out head lugs on Team Raleighs. Too bad there aren't better pictures to go on.
