Ebay u.s. GT Xizang? frame

It might just be poor camera or something but the welds at the head tube and rear dropouts looks sub-standard, could it have been a painted model that has been stripped? (would their welds be less pretty?)
 
I was wondering the same thing. My Xizang had very different rear dropouts. All of the ones I've seen have "GT" embossed into them and the ends of the chain and seatstay tubes are flattened, not bullet style like the ones pictured.

Seller claims no repair work done or anything.

I wonder if GM could shed some light on this?

Update: Might be a '94 Xizang. Found one here that has the bullet dropouts and no GT logo:

Seller says 16.5 inch from c/c if that's centre of b/b to centre of top tube then I would say it's a 18inch frame as gt used to measure from b/b to top of seat tube(where the seatpost goes in)
