I think it´s an unofficial repaint since the tubing isn´t Ritchey Logic (which means steel iirc). And yes, it´s a 1990 frame.

All the “Competition series“ (SM1000, SM800 and SM700) used Ritchey forks
The cheaper 'dale use a cheaper Tange fork.

Another possibility : it's just a "Beast of the East" frame bought alone.
In the catalog, they say that you can "built your own great bicycle with a cannondale frameset"
The Mountain frameset was avaible with the sloping top tube and the Ritchey fork and in metallic blue, hyper highlight blue, and, (not said in catalog) Blue to Silver fade.
