You have already told us it is plain tubing, not butted, and the lamp boss would indicate it was a general purpose do anything frame,. not the top end road racer. In the 1950's most racers would have 1 bike for all purposes, including winter, but would be top class frames. This would have been the do everything frame from the 1970's, when more riders had multiple bikes.
