Yes, they would have known about the coming specs but generally bikes made later in a year are called the following years model. So a a bike made in Nov. of 91 is generally sold as a 92. I bought my 2011 mukuk in Oct. of 2010. So the 92 Attitude is truly a 92 attitude made for 1992 components with a 1992 number of Annn. I'm not sure you're entirely correct on this (not saying I am either).
As far as hex goes, I don't find it likely. I don't know a single mechanical engineer who uses hex. Much more likely is an engineer who uses something like the size of the bike, the date of manufacture and a number (i.e. 20T1193821). That's not to say it isn't hex and so far it hasn't gone outside of the hex number (0-9 & A-F) just that I don't think of mechanical engineers using hex as a likely number base but may have had a computer guy whispering in his ear: "The answer to the world is 2A..2A!"
