Cheers, Nick,
the wheels came complete thanks to the heads up from Rolly ref a french website, a source I have never used before, the guy was a complete gent and a member here now too, they needed a little fettle, stripping a re-grease, some new bearings and a good true, but at £38.00 delivered, it was a gamble that was worth it.
the handlebar/stem combo was made by Dan Chambers, using a True temper butted handlebar, it really was worth the wait, it finished the build for me, the finish is superb and with some of the Mavic choices, roadie set up and underbar suntour shifters that Pete pointed out for me, it took me back to some of the build choices used on British Pro bikes Bitd, the Isla Rowntree/Deb Murrell builds I guess.
With the road tubing and component choices its actually nearly a clear 1lb and a bit lighter than the Stratos.
Still could do with lighter narrower tyres though imho.
