A couple of months back I bought a fork from eBay. Stupidly, I didn't give it a really thorough look over when it arrived. Now I've come to fit it and discovered that some of the thread right at the top of the steerer is a bit knackered. Is that sort of thing repairable?

Your LBS should be able to clean the threads for you.
Have you tried putting the top lock nut on there yet? If it goes on then wind it all the way down the threaded section and back off a few times, if the damage isn't too bad then it should make the thread usable.
