Cutting outer cable

I attach the cable to the front of my car and the I drive directly at a corner of a house at 70mph, hasn't failed yet although my no claims bonus is a little poorly
 
...or I use cycling cable specific Park cutters that I have had and used for well over 20 years. Strangly they seem to do the job that they were designed and made to do better than any angle grinder, dremel, electricians pliers or sharpened flint stones!

You guys work too hard :p . Just use a good quality side cutter like below, then trim the burr (if any) with the tip of the same cutters. I've done this thousands of times (literally) over the years and never had one problem.

I use a quill extender and some hose clamps like any self respecting engineer

I go all Chuck Norris on the cable's (metaphoric) ass, and it withers and breaks cleanly, just with the intensity of my stern gaze.

The Shimano cable cutters I've had since the early 90s are merely incidental...

I have a pair of cable cutters that look like this:

They cut brake cable inners and outers really easily and cleanly, so much better than side cutters. With cable outers that have a plastic inner sleeve this sometimes gets flatened and I need to open it up again with a small point, like nail or an engineers scribe.

They seem to be sold under a number of different brand names with prices ranging from around £15.00 to well over £50.00.
 
Pro cable cutters (no longer available sadly).

Does the job fine. But because I'm a perfectionist I always grind the ends flat in a bench grinder.

It's an optional extra but I always do it - even for punters with 25 year old granny bikes with 3 torpedo gears and BSOs from the supermarket.
