Complete bike size 17ish Hardtail or Rigid

Hi

My brother is after a bike to accompany me up on the South Downs. I have a 93 Clockwork with Manitou's, so something along these lines.

He is 5ft9 so I think a 17" with a bit of post should be fine, but would consider a little difference either way.

Preferably located somewhere in the South UK for collecting.
