Colnago C40 Fork issue

HI, i recenlty bought a 1996 Colnago C40 and when I took it apart, I noticed that there is a gap between the tube that goes inside the headset and the forks (see photo below).

Does anyone know if this damage can be repaired?

Assuming that it is a steel fork and not carbon, a frame builder will be able to replace the steerer tube. If I recall correctly, Bob Jackson list this on their price list of frame repairs/ modifications.
