I would suggest a very light rubbing over with T-Cut or similar just to get the dullness out of the paint work. Don't rub to hard initially as some of the transfers look a bit delicate. This will also help the chrome to come back to life and a further aplication of Solvol etc. on the chrome will help. After all this, once it is back to (nearly!) its original splendour, a good waxing will preserve all your hard work.

Don't forget to show us how it's all proceeding!
 
WD40 is also worth trying, it will remove tar and gum spots, fly splats, oil, grease and most things that shouldn't be there. It might break down that pinky residue on the seat tube with a little soaking. A lot of early Italian frames are fully chromed and then painted so its best to be very careful. It could be the photo's but the chrome on the rear triangle and lugs seems to look a bit odd, I've not seen chrome become so mat and its looks different to the chrome on the forks. It will be interesting to see what some solvol does to it.

Any idea what crank extractor tool ill need to get the Campagnolo Strada chainset off, the extractor i use on modern bikes is to big to go in the hole over the bolt :?

Can anybody tell me or point me in the right direction?, im struggling to remove the Campagnolo bolt which holds the Campagnolo strada chainset to the frame, the crankset remover that ive used on other jobs i to big to fit in the hole to go over the bolt, :facepalm:
any help would be great.

Great project , I'm suffering from Cinelli envy now! Campag use a 15mm crank bolt which requires thin walled socket .

Im trying to source some wheels for the bike, does anybody know what wheel size would of been on the bike originally?

It was almost certainly 700c although 27 inch is only 3 mm bigger.

Did you sort the issue with the crank puller? because it should be the same one as later, 70s and 80s, Record cranks.
