haha, I did some research before buying, but this is beautiful piece. I don't exactly understand what tubing it is, Excell, Columbus?

I read the cap as Villata. Yeah definitely a quality Cinelli bottom bracket shell, unfortunately they were used on lots of bike brands.

Hi,

Excell is a French tubing manufacturer, so that could be a clue to who the frame is made by, once again though they did not make frames, it was a good light weight tubing, they made a tube called Haral which had a very distinctive spiral pattern on the tubes.
