cinder cone rear tyre clearance issues

hi all, im having an issue with a 91 cinder cone rear tyre clearance. i had some 2.1 kendas kicking around and popped them on and didnt think twice untill putting them in the frame and the wheel only just rotated so then i tried a 1.95 cheapy tyre and its still pretty damn close. a slight buckle and it will rub. i have built many bikes and never came across this. is it normal???thanks in advance
 
Yeah, remember nine being pretty tight. Tyre widths vary, you can't go by the number on the side. A narrower rim might help. A 1.95 ground control used to fit ok.
 
Yep. I think the original spec was 2.1 equilibrium up front and 1.9 propulsion at the rear, it may have been 2.0, but it was quickly changed to a 1.9 Smoke as the propulsion was crap in Midlands mud. Its been 1.9 ever since.
