cannot tighten brake levers enough

I am trying my hand at a 26' drop bar conversion. I have bought a pair of cheap v-brake compatible brake levers of ebay and am using an my old Cinelli bars. Now I don't seem to be able to tighten the brake lever clamps enough. Its very close, but I would not want them to start moving once off road. Has anyone else had this problem? And what was your solution? Am considering putting a small insert in between. But if I go that route, what to use? rubber, coke can or something else?
Any input is appreciated.

Shim it!

Most strangely, had one magura raceline clamp, require a coke can shim out of the pair, on a set of USE bars back in the day. The other one was fine. Sauerkraut for a week, for that Herr in Magura Qualty Control in 1992.

Thanks for the replies. Will try the coke can this weekend.
Never had this issue either, wonder if the cheap ebay levers don't work with as precise tolerances...
Will post the result somewhere next week in the drop bar forum post.
