Cannondale v700 franck roman signature model help needed

I think those are Snowcat rims from the mid-90's? Super wide, for snow riding as the name implies.

The disk mount looks like the original Formula ones, I do not think it was a homemade one. They were made before frames had mounts.

I wondered if the frame had been re-welded by the BB area due to the different colour paint.

i will visit the shop in the weekend to take a closer look and make an offer.

While there i will take some new photos and then add them here with the little information i can get from it.
