Yes it's still available and it would work with a 7 speed chain.

The dérailleur above is only suitable for frames with a brazed on mounting stud or a clamp that does the same thing.

I was actually going to go for the other one, but it looks as though Skeelsie has sold that since I enquired about it.

I'm sure Skeelsie will sell the iffy one to you, as you were first to make a definite offer. It was just that I thought the normal etiquette was not to put dibs on an item that somebody was actively enquiring about. People usually say something like 'I'll have the XX if Anthony doesn't go for it'.
