They look like, or at least very similar to, LP Composites

Similair weave to the Kevlar and colour maybe but not them from what I can tell.

i remember vaguely some fitted to a STS build on here but can’t find it now

Yes the big K is Kestrel. Hadn't noticed the bars, did notice the nice seat post though.
Proscloset has a few examples iirc, and some forks too? Normally have kestrel written on them from the one I'd noticed. That may give you an age (I don't know)?

If you look at the bar ends, I think the bottom one has the words L.. composites written on it, all scratched up?
