Campagnolo hub spoke question

Hi Guys,
Hit a problem building a set of `90`s wheels - have a campag 24h record electron hub rear and 24h campag sigma rim - hit a spoke issue - looks like there`s meant to be a sort of small plate to fit the spokes to secure in the hub? Hubs are not Shamal huibs as 24h but are similar - anyone shed some light on the spoke fitment?

i dont think those outer covers should be performing any spoke retention, is that what you're missing?

edit: or those little square bits on the photo in the listing? i suspect they *do* have a role in spoke retention
