Center to center on a Hope rear cable caliper is 25mm.
Can I ask which holes you are measuring? The No1 (in pic) has 3. One at the bottom to connect it to an adaptor and two at the top which are the holes for the front to join to the back half.
The only way i see this is you using one of the top holes which would mean the caliper must be empty of fluid before its all bolted on to the frame and then bled
