Strange.
I sold a set of those on ebay a while back...... I wonder?
The roller is circular rather than offset, but does indeed activate a cam that makes the pad "pump" in and out as it turns. A pain to set up and probably a pain to keep set up (the pads wearing but the roller keeping constant(ish) size.
I also had a different set of "ABS" brakes that had the pads mounted on a sliding track that wasn't quite parallel to the rim. A spring pushed them backwards but when they grabbed the rim a bit too hard it (theoretically) allowed the pads to slide forwards and simultaneously away from the rim releasing pressure rather than locking the wheel. In practice just rather heavy and ugly with no power!
