broken shock bolt

I have a problem with a broken bottom shock mount bolt on 04 scalpel on the frog link, 1 half of the bolt wont budge tried hammer and punch and it just wont budge. The half of bolt that is stuck is nut and thread.

it will be deformed just enough to not come out cleanly. Can you use a press or G clamp with some bits to press it out?

drill a hole and use counter-threaded extractor?
