The obvious thing to do is to strip it and bin the frameset. Heavily corroded fork crown and a seized seat post. Some rather nice parts on it.

I am such a person. Only I have one of these already The name British/Coventry Eagle turns people off but these were and are very good tourers. They're the underpriced yin to the generally overpriced yang of the Dawes Galaxy.

This looks totally salvageable to me - don't think they've tried a slide hammer on that seatpost. The retrofriction gear levers are worth £30-40 on their own.
