Think I'd agree - if there's no space below the stem (no spacers, just stem clamped onto the steerer?) for a steerer hanger, then one of those widgets: Tektro did a sort of copy of the force 40 thing - I think it says something similar in the instructions (I've got a couple for situations where I've go no other option than use one).

They are, um, fiddly to setup, though. I mean cantis can be fiddly, but these force 40 widgets, or copies, just take it a bit too far, really.
