Dont think its relevant what it used to be, its been made over probably. Also looks like left out in the environment a few times!
Maybe show some of the componets brands, or look for any stamps & numbers.
Has V brake mounts so could be late 90's or early 00's?
Build it ,mod it, ride it!

I can't tell you what it is, but I would second the "cheapy" verdict. You don't expect to see chain guard mounting brackets on a performance bmx frame. 1 piece crank on a bike of this era is a second indicator. This doesn't mean it can't be a fun bike, just use quality parts and build it back better
