They are indeed bottle cage bolts, and that's a front wheel skewer.
Everything in that picture, posted in the UK for £30...

Going to go with the nos Tioga grips that my dad kept in the cupboard for 20 years (feel I have a duty to - lol) - def interested in the bolts.... still thinking about the pedals
