Blackburn. How grim is it?

You'd be 100% better driving (or taking a cab) to a nice pub / restaurant in the rural outskirts, of which there are many. Blackburn is surrounded by great countryside, and some really nice areas.

Blackburn "city" (Town) centre is a pretty awful night out, to say the least.

When venturing out I use the doorman rule. If a place has one or more doormen, don't go in, unless he's wearing gold braid and doffs his top hat to you as you enter.
