im sure ive had old ridgebacks that had the same rear brake down there but there was something specific to the seat stays on ridgebacks...cant remember what but they used to break a lot : /

Don't have a clue what it is, but chain stay mounted u-brakes were not uncommon in the late '80's so you're not going to identify it that way. That seat cluster, & the drop out are probably a better place to start.

That is exactly what I did, the dropout and seat clamp are the same ;)
